IT Systems Modernization Planning

Many of our clients are faced with a portfolio of aging information systems that are increasingly more difficult and expensive to maintain and update. Often these systems are mainframe-based systems programmed in Cobol, Assembler, Fortran or other aging languages using aging or outdated database technologies and integration methods.

At the same time, these systems contain valuable and often undocumented business rules and support customized business processes and specific state or local laws that must be supported by the new system.

NewSouth has two decades of experience helping our clients develop strategies and plans to modernize aging information systems and supporting infrastructure. We help gather or extract business and system requirements from existing systems As-is systems analysis. We also help further clarify the goals for the modernized systems using out-of-the-box methodologies and tools such as Human Centered Design sessions using collaborative software to gather and refine stakeholder input to crystalize the To-Be vision for the new system. Finally, we help our clients consider new IT architecture options such as outsourcing or cloud-based computing platforms.

NewSouth has helped our clients develop requests for proposal (RFPs), evaluate vendor responses, and assist with managing awarded vendor software implementations. In fact, over the last two decades, NewSouth has worked with our clients to oversee the modernization and implementation of thirteen statewide information systems in the State of North Carolina.

NewSouth’s IV&V approach is founded on the practices and tools of our IV&V framework, built for large projects with complex module integrations. Our approach accommodates a variety of development and implementation approaches (e.g., Agile, hybrid Agile, waterfall) and is a collection of integrated processes, templates, checklists, best-in-class documents, and a training/certification program, all based on IEEE 1012 and other industry standards, best practices, and our own extensive experience providing IV&V services. Our approach provides superior support specifically for DHHS projects and the Medicaid Enterprise Certification Lifecycle (MECL) and includes processes, tools, and standards that validate project alignment with CMS’s Seven Conditions and Standards (SCS) and the Medicaid Information Technology Architecture (MITA) 3.0.
